Provincial, autonomous regional, and municipal agricultural and rural (agricultural and pastoral), and fishery departments (bureaus, commissions), the fishery administrative bureaus of the cities separately planned by the state, and the agricultural and rural bureau of the Xinjiang Production and Construction Corps:
Rice-fish integrated farming is a typical model of ecological circular agriculture. In recent years, the rice-fish integrated farming industry has developed rapidly, making positive contributions to ensuring the supply of food and aquatic products, increasing farmers' income, and promoting rural revitalization. In order to fully implement the relevant decisions and deployments of the CPC Central Committee and the State Council and the requirements of the "14th Five-Year Plan" for Promoting the Modernization of Agriculture and Rural Areas and the "14th Five-Year Plan" for National Fisheries Development, and to steadily promote the high-quality development of the rice-fish integrated farming industry, the following opinions are put forward.
I. Overall Requirements
(I) Guiding Ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implementing General Secretary Xi Jinping's important speech on establishing a large food security concept, aiming to ensure a safe and effective supply of high-quality agricultural and fishery products, optimizing the structure and layout of farming and aquaculture, coordinating agricultural production ecology, promoting technological innovation, promoting deep integration of the three industries, steadily promoting high-quality development of the rice-fish integrated farming industry, and providing strong support for ensuring food security, promoting rural revitalization, and accelerating the modernization of agriculture and rural areas.
(II) Basic Principles
Upholding stable grain production and the development of fisheries. Firmly safeguarding the bottom line of national food security, upholding the function of farmland for grain production, maintaining the dominant position of rice production, scientifically utilizing rice paddy water and soil resources, improving the comprehensive production capacity of rice and aquatic products, and achieving the dual use of water and multiple harvests from one field.
Upholding orderly development. Proceeding from local conditions, making overall plans, optimizing layouts, and promoting development in a classified manner, selecting suitable areas to develop the rice-fish integrated farming industry. Scientifically guiding and fully respecting the wishes of farmers, reasonably determining the scale of development, and paying more attention to the quality of development.
Upholding green and ecological development. Emphasizing the characteristics of rice-fish integrated farming, combining farming and aquaculture, ecological circulation, and green and low-carbon development, reducing the use of pesticides and chemical fertilizers, improving the quality of rice and aquatic products, and improving the ecological environment quality of rice paddies.
